President declares open the first Stage of the Outer Circular Road

The President declares open the first Stage of the Colombo Outer Circular Expressway marking another watershed in Sri Lanka’s highways history.

President Rajapaksa declared open the first phase of the Colombo Outer Circular Road running from Kottawa to Kaduwela at an auspicious time this afternoon. Prime Minister D.M. Jayaratne and Parliamentarians warmly welcomed the President on his arrival at Kottawa.

After securing religious blessing the President arrived at the entrance to the Outer Circular Road at Kottawa and declare it open to the people amidst the beating of drums.

The President who embarked the super luxury bus along with the Parliamentarians who were present, drove the bus from Kottawa to Kaduwela, becoming the first citizen to travel on this Expressway.


The 11 kilometre long Outer Circular Road which has four lanes from Kottawa to Kaduwela has been built in a very environment friendly manner. One of the prominent features of this expressway is the 3.3 kilometre long viaduct constructed to have this expressway on elevated form across the marshy land in Mahawela between Pore’ and Kotalawala. It will be known as the E-03 highway.

Large crowds gathered on either side of the roadway from Kottawa to Kaduwela.

The President did not forget to salute them.

The President who arrive on the maiden journey in the bus along with the Parliamentarians was greeted at Kaduwela by many Parliamentarians including Minister Susil Premajayantha. The President thereafter unveiled the memorial plaque near the entrance to the Outer Circular Road in Kaduwela.
