Minister Gayantha Karunatilake has said that developing Elpitiya according to a formal plan, will be launched by the beginning of next year. He further said that all arrangements are being finalized to launch this work. The Urban Development Authority will be launching this development project. Accordingly all state establishments will be sited at one location
