During the process of the Justice Ministry committee stage debate MP Hirunika Premachandra made a speech concerning the report about special facilities and false medical reports forwarded when political figures are imprisoned. During the speech, details related to the condition of Duminda Silva who is imprisoned under capital punishment was presented when MP Lohan Ratwatte created severe disturbance on that occasion. The speech of

"Nobody's name will be mentioned ... so there's no necessity to get agitated. Imprisoned politicians are on comfortable beds. Plenary guests. Limitless food and drinks. These are done with the knowledge of the Commissioner of Prisons. I went and met the Prison Commissioner recently. I said 'Do you know that inside this jail that people like Dematagoda Chaminda, STF Sarath use their phones and browse the Facebook ... are you aware of this?' When I said this ... here ... this person began to weep. When a man wearing a uniform weeps in front of me ... can I talk further? I came away.

By now there is a bed in a room inside the new magazine. There is an attached toilet. There are mosquito nets. There are chairs. There is a TV. There is a fan. When our politicians go to jail ... it is in this room that they stay. Now when I say this, today it will be there ... by tomorrow it will be removed. A certain Member of Parliament was imprisoned recently. Now this MP has gone and and asked for a mattress, pillow and a mosquito net. The reason is ... this person had a problem with his testicles. Sometimes when his private parts are rested on the mattress, there is a consolation maybe. His friend too was jailed recently. That person of course had a genuine reason. He had asked for a mattress saying he had a problem in his neck. That is Ok.  

Recently another member of parliament went inside. This MP had a heart problem. Now before such an attack an ECG is necessary no. It was not confirmed by the ECG and he couldn't prove it. You can't cheat these machines. The other one is a No.1 drug dealer. His name is Aman Sheik, a Pakistan national. The problem with Aman Sheik was that he had a height which was not proportionate to his weight. He had got down medical reports from India. Can those be brought like that? I will table those. There maybe others who do not have such BMI. Are those people too given beds like that? There is a person suffering from high blood pressure. That person should be on a bed. There is another person who was bleeding from the anus. Such people are treated for one day and sent back to the cell. These harmless people aren't powerful people. These people face such things because they are those who are not in a position to spend money.

When I say this ... some will get hurt. If I don't speak about MP Duminda Silva also who was sentenced to death during the past, it's no use.  The diagnosis conducted on Prisoner No. 419189 is an utter fake. The ailments stated for him is long-term headache, dizziness, loss of memory, loss of consciousness. Those are the sicknesses. This December 3rd was his birthday. Everybody in the family celebrated the birthday and had a little bit of fun and came back ......

There's no problem like that. No date has been still allocated for that ...

I am not speaking about the case; he's a prisoner. Speaking about his situation is relevant for this day.

One person responsible for your government to collapse, is he. Therefore, keep silent. You have fallen down for having kept people like that by your side. (Lohan keeps silent).

Recently a certain lady district judge goes to visit this person. Ayesha Abdeen. When this incident came to light, she was sent on vacation with salary.

I ... with this Duminda Silva ... he killed my father; he's now inside ... it's now over. Will come out ... will come out again to win a case no. I have no personal enmity against this person. I had sometime back. When reaching maturity, after getting the punishment ... those things are over. But after going inside the prison that character and every other person is living like a normal prisoner ... I'll tell the Prison Commissioner today. In front of Welikada Prison it's stated that every prisoner is a human being. Scrap that off and say all prisoners who have money are human beings. Finally what I have to say ... I have told about this to the President. What the President said was, request for more time in this instance and shout out and tell this to the House. I told the Prime Minister about this. The Prime Minister is telling me ... since I didn't take a side, Hiru will blast it out. Hiru will blast it out to the Prime Minister. The Prime Minister is telling me ... 'How can I take the side of murderers?' I told the Health Minister. He asked me to give him all the details. It's some doctors who get together with the GMOA and do these things. That all these things are done on the orders that come from the top. If nobody knows these things ... is there a bigger higher-up than the President, Prime Minister, Health Minister and the Prison Commissioner regarding these incidents? That means ... this is a hell of a thing no.

You the Minister of Prisons ... I believe that you would look into this matter. Make an inquiry on this doctor called Lakshman Jayamanna and the doctor called Malinda Wanigasingha and suspend them temporarily. Doctors and Jailors will come in batches to give evidence".
