Former Indian Intelligence Chief Col. R. Hariharan has said that the Indian Peace Keeping Forces which arrived in the island in the past had breached human rights.
Col. Hariharan was in charge of the Indian Military Intelligence at the time the Indian Peace Keeping Forces arrived in Sri Lanka. Col. Hariharan was expressing views during an interview with Persavan Thangaraja, the Editor of the International Law Journal of London. Col. Hariharan said that although the LTTE welcomed the arrival of the Indian Peace Keeping forces to the North, their attitude changed thereafter.
The Editor’s statement on the conflict surfaced between the tiger outfit and the Indian Peace Keeping Force that Indian Forces inflicted injustice to the Sri Lankan Tamil civilians, was endorsed by Col. Hariharan. The Indian Peace Keeping forces massacred innocent civilians during their operations. The killing of doctors and patients within the Jaffna Teaching Hospital was a pathetic incident.
The massacre of innocent civilians during an operation in Velvettithurai was another similar incident. Col. Hariharan lamented that the then Military Head Office and the Government did not hold any inquiry on these injustices and penalize the perpetrators. He emphasized that the world did not draw its attention on human rights violations during the 1987/88 period.
Pointing out that India was also responsible for it, the former Intelligence leader said that more people were massacred during the battle waged by the United States against Russia. Also at this interview, Col. Hariharan disclosed the brutality of the LTTE. He said that the tiger terrorists brutally slaughtered civilians, tied them to light posts and burnt them on tyre pyres.
Col Hariharan elaborated that a question arose with regard to Prabhakaran’s leadership and their Eelam dream, when he saw these half burnt bodies. He emphatically mentioned that he did not accept Prabhakaran as a militant. What the international community should do at present was to extend full support for Sri Lanka to achieve reconciliation. Other than, Col. Hariharan asserted that it is not fruitful in adopting Resolutions against Sri Lanka.
